Peter Kellian Gallagher è nato il 19 Agosto 1955 ad Armoni, New York. Mentre frequentava la Tufts University, Peter trascorre le sue estati con alcune compagnie teatrali della zona e dopo essersi diplomato nel 1977, partecipa al musical “Hair”. Gallagher interpreta anche il ruolo di Danny Zuko in “Grease”. La sua interpretazione gli permette così di partecipare al suo primo film, nel 1980, “The Idolmaker ”, nel ruolo di cantante. Dopo due anni e dopo aver acquistato una scarsa esperienza, Peter abbandona Hollywood per tornare sul palcoscenico. Vince così il “Theatre World Award” grazie all’ottimo lavoro nel musical di Broadway “A Doll's Life” e ottiene il “Clarence Derwent Award”, nel 1984, grazie al ruolo di Tom Stoppar in “The Real Thing”.
Nel 1985, Gallagher ritorna a girare film, come “Dreamchild” e successivamente nel 1987, “My Little Girl”. Dopo aver avuto una nomina per un Tony, grazie al lavoro svolto per il controverso revival di “Long Day's Journey into Night”, gira, nel 1989, il film di Steven Soderbergh, “Sex, Lies, and Videotape”, performance che gli ha fatto guadagnare una maggiore attendibilità nella comunità dei film indipendenti. Negli anni successi si dedica a diversi progetti tra cui “Tune in Tomorrow” (1990) e il telefilm “Love and Lies” (1990). Ma la sua notorietà aumenta anche grazie ai film come “The Cabinet by Dr. Ramirez” (1991) e nel film “The Player” (1192).
Successivamente, Gallagher si divide tra progetti impegnativi come “Bob Roberts”, “Short Cuts”, e “The Underneath” e progetti più frivoli come “Malice”, “While You Were Sleeping”, e “To Gillian on Her 37th Birthday”.
Nel 1999, ottiene il ruolo nel film “The House on Haunted Hill”, remake di “William Castle” del 1958. L’anno seguente ottiene il ruolo di un insegnante di una compagnia di ballo nel “Center Stage” di Nicholas Hytner.
E' sposato con Paula Harwood dal 1983. Hanno due figli, un maschio Jamey e una femmina Kathryn.

Curiosità:
- Dal 1973 al 1977, alla Tufts University canta in un gruppo chiamato “Beelzebubs” un piccolo gruppo rock che canta a capella.
- Fu preso in considerazione per il ruolo di Ethan nel film “Supergir” (1984)
